Magistrate Joseph M. Cooper

BIOGRAPHY OF JOSEPH MESHELL COOPER(TREASURER, NATJL ) Joseph Meshell Cooper, born on December 28, 1983, is a Liberian judicial officer, educator, and public-sector professional. He joined the Liberian Judiciary in 2017 as an Associate Magistrate and was subsequently appointed by His Excellency President George Manneh Weah. In December 2024, he was reappointed to the same position by His Excellency President Joseph Nyumah Boakai, Sr. He is currently assigned to the Buchanan City Court in the Second Judicial Circuit, Grand Bassa County. Prior to joining the Judiciary, Magistrate Cooper served in both the public and private sectors. He worked at the National Transit Authority as a Procurement Specialist and at Access Bank Liberia as a Client Advisor. He is also an educator with a strong commitment to learning, professional development, and service. Academically, Magistrate Cooper holds a Postgraduate Certificate in Legal Studies from the James Adolphus Pierre Judicial Institute at the Temple of Justice (2017), a Postgraduate Diploma in Public Procurement Management (2015), and a Bachelor of Science degree in Economics and Public Administration from the University of Liberia (2012). He obtained his high school diploma and WAEC certificate from Jimmy Jolocon High School in Gardnersville. He is currently a second-year student at the Louis Arthur Grimes School of Law, Capitol Hill, Liberia. Magistrate Cooper is married and is the father of two biological children. His professional journey reflects a combination of judicial service, education, public administration, procurement, and continued legal education.
